진정성 느껴지지 않는 대통령 신년연설

President Lee Myung-bak's special New Year address, delivered to the Korean people on his first day back at work this year, was a string of brazen remarks that could only have been put together by somebody under the illusion that every Korean was suffering from amnesia so severe as to forget everything that had happened over the last three years.

아무리 신년 덕담이라고 해도 정도가 있는 것이다. 이명박 대통령이 새해 첫 출근하는 날에 맞춰 시민들을 향해 한 신년 특별 연설은 마치 지난 3년간 무슨 일이 있었는지 한국인들이 모두 중증 건망증에 걸렸을 것으로 착각하지 않으면 할 수 없는 염치없는 언어의 나열이었다.

One need not look far back: less than a month ago, on the orders of the president, the ruling party resorted to violence to railroad this year's budget and several controversial bills through the National Assembly. 

멀리 갈 것도 없다. 한 달도 지나지 않은 시점에 이 대통령 지시로 여당이 국회 폭력을 불사하고 올해 예산안과 문제법안들을 날치기 처리한 바 있다. 

Three days ago - as if launching a surprise attack on the last day of the year - the Korea Communications Commission, run by close associates of the president, found the courage to award licenses to operate comprehensive programming channels and specialist reporting channels exclusively to pro-government media. 

리고 이 대통령의 측근이 책임지고 있는 방송통신위원회는 사흘 전, 그러니까 한 해의 마지막 날 기습 작전하듯 종합편성 및 보도전문 방송채널을 몽땅 친정권 보수언론에 안겨주는 용기를 냈다.

On the same day, President Lee, not wanting to miss out on the action, went ahead with a personnel shake-up that played individuals against each other and brought a flood of his close associates into power. The only plausible explanation is that the government decided to go through with everything that would incur unpopularity at once. 

이 대통령도 놓칠세라 바로 그날 돌려막기 인사, 측근 돌격대 인사를 단행했다. 이왕 욕먹을 것 한꺼번에 해치우자고 작심하지 않으면 할 수 없는 일들이었다. 

* shake-up : 개혁 (여기서는 personnel shake-up 이라고 해서 인사 개혁이라는 의미로 쓰였군요)

Three days after handsomely rewarding the media that had worked on his behalf and giving each of his close associates a position in government, President Lee blew his own trumpet constantly while reflecting on the previous year and pretending he had done nothing wrong. 

이렇게 정권의 뒤를 봐주던 언론들에 큰 선물을 주고, 측근들에게 다시 한 자리씩 준 이 대통령이 사흘 지나 아무 일도 하지 않았다는 듯 지난해를 회고하며 자화자찬으로 일관했다. 

* blow one's own trumpet : 자화자찬하다

Lee put forward a long list of historic achievements, saying how Korea had created order in the world, labor-management relations were finding their place, pro-working class policies were taking root, a large number of good quality jobs had been created, and the proportion and scale of welfare expenditure in this year's budget were the largest in history.

한국이 세계 질서를 만들었다, 노사관계가 제 자리를 잡아가고 있다, 천서민 정책이 뿌리를 내렸다, 양질의 일자리가 크게 늘었다, 금년 전체 예산 중 복지 예산의 비중과 규모가 사상 최대가 되었다면서 긴 역사적 업적의 목록을 제시했다. 

He did not mention, however, how his diplomatic blunders had steered the Northeast Asian region back into the Cold War era. He failed to discuss how he had indulged in labor suppression and exacerbated the problem of irregular employment.

그러나 동북아 주변을 냉전시대로 되돌려 놓은 외교적 실책에 관해서는 언급하지 않았다. 노동탄압을 자행하고, 비정규직 문제를 악화시킨 책임은 거론하지 않았다.

He turned a blind eye to the way his fattening up of the rich, the inhabitants of southern Seoul's wealthy Gangnam areas and the construction industry had increased the burden on the working classes. Nonetheless, Lee conjured up the imagination to say that he would solve welfare problems with the tiny welfare budget his government had allocated with no regarded for soaring welfare demand.

부자, 강남, 토건족을 먹여 살리느라 서민들의 허리가 휘어지고 있는 현실은 외면했다. 그런데도 폭증하는 복지 수요를 무시한 채 눈곱만큼 책정한 복지 예산으로 복지 문제를 해결하겠다는 상상력을 발휘했다.

그러고는 마치 대통령 선거하듯 7·4·7 공약 같은 허황된 약속들을 또 쏟아냈다. 물론 고령화와 양극화 같이 한국인을 고통 속에 빠뜨리는 구조적 문제를 거론하기는 했다. 

* a flurry of : 분주하게 쏟아지는 일련의 ~ (무엇인가 한바탕 훑고 지나갈 때, 분주한 상황에서 쓰이는 표현입니다)

As usual, however, he failed to suggest measures to solve these problems. This is probably due to the limits of a government that has disdained the working classes and the vulnerable, failed to respect differing opinion or opposition, promoted conflict, and permitted the unrestrained greed of those with vested interests. 

그러나 역시 아무 대책도 내놓지 못했다. 서민과 약자를 경시하는 국정을 하고, 이견과 반대를 존중하지 않고 갈등을 조장하며, 기득권세력의 절제 없는 욕망을 허용해온 정부의 한계 때문일 것이다.

Nonetheless, Lee had the nerve to urge the Korean people to show unity. He then ordered, "We must acknowledge one another. We must respect one another. We must all show self-control." These are all words Lee should take into account when reflecting upon himself. The fact that he is firing them off at the working classes like a teacher, however, makes it hard to find sincerity in his address or to empathize with it.

그런데도 사돈 남 말 하듯 국민에게 합심과 단합을 당부했다. 그러고는 "서로 인정해야 합니다. 서로를 존중해야 합니다. 각자가 절제할 수 있어야 합니다"라고 주문했다. 이 모두 스스로 반성하는 말로 삼아야 할 것들이다. 그런데 남을 가르치듯 시민들을 향해 던지고 있으니 대통령 연설에서 어떻게 진정성을 느끼고 감동할 수 있을 것인가.
