Can Lee government improve working-class lives next year? 

It appears that next year's economic policy direction, announced yesterday by the government, focuses on stable management of the current trend of recovery. "Stable management" centered on existing policy can sometimes be the better way to go. But if the government's decision is based on a perception that current policy is problem-free, this is complacent. 

First of all, it appears that the government is satisfied with economic trends based on the current state of principal economic indices. The growth rate is forecast to reach 6.1% this year. Employment and household incomes are increasing, while inflation is being kept below three percent. 

It seems the government believes, based on these things, that maintaining the current economic foundations is important. Economic sentiment, however, is not improving. 

How many middle- or working class households feel that the employment situation has improved and their income has increased? The government says it will make sure the warm winds of high economic growth blow all the way to the working classes, but change cannot be expected as long as the structural causes of increasing economic polarization, such as irregular employment, are not addressed. 

The pressure on Korean households, including some of the highest living and education costs in the world, remains. It is difficult to detect any intent on the part of the government to forcefully pursue structural adjustments to improve the life of the working class. 

Efforts for macroeconomic stability are also inadequate. Structures for maintaining stability in the economy as a whole, including finance, prices, import and export, and growth, are actually getting weaker. 

The foreign exchange market shakes excessively whenever there is uncertainty in the world economy, while the tendency for prices and growth to be directly affected by uncertainties in the Chinese economy, due to increased dependency on China, is becoming more pronounced. 

It is highly likely that consumer prices and reaching a five percent growth rate here next year will be determined by price increases and growth trends in the Chinese economy. Not enough policies to overcome such macroeconomic structural weaknesses are being suggested. 

Most important when it comes to stable economic growth is management of prices. The Bank of Korea has predicted that consumer price rises next year will be the highest for three years, effectively forewarning that this will be the biggest source of anxiety for the economy in 2011.

The government must start by changing its ambivalent attitude of merely talking about preemptive price management while actually concentrating its efforts on growth rates. It must not increase the risk of adverse consequences by suppressing interest rates with growth rates in mind. 

When it comes to policies for keeping living costs in check, too, many things, such as price monitoring teams and joint inspections, remain unchanged. Another recently emerged macroeconomic danger is that of geopolitical risk. 

There is a strong possibility that the tension surrounding the Korean Peninsula, which has been heightened since North Korea's shelling of Yeonpyeong Island, will become a sudden threat to economic stability. 


내년 경제, 서민생활 개선 기대할 수 있나

정부가 어제 밝힌 내년도 경제정책 방향은 현재의 경기 회복세를 안정적으로 관리해 나간다는 데 초점을 맞춘 것으로 보인다. 때로는 새로운 정책을 내놓기보다 기존 정책을 중심으로 한 ‘안정적 관리’도 좋은 정책방향이 될 수 있지만 현재의 정책운영에 별 문제가 없다는 인식에서 비롯된 것이라면 안이한 판단이다.

우선 정부는 현재 주요 지표상으로 나타나는 경기 흐름에 만족하고 있는 듯하다. 성장률이 올해 6.1%에 이를 전망이고, 취업자 수나 가계소득도 증가세를 보이고, 물가도 3% 이내로 관리되고 있다는 점 등을 들어 현재의 기조를 잘 유지하는 게 중요하다고 보는 것 같다. 하지만 체감경기는 나아지지 않고 있다. 고용사정이 좋아지고, 소득이 늘었다고 느끼는 중산·서민층 가계가 얼마나 될까. 고성장을 통해 온기가 서민층에게까지 퍼지도록 하겠다는 것이 정부의 얘기지만, 이는 비정규직을 비롯한 양극화 확대의 구조적 요인들을 개선하지 않고서는 변화를 기대할 수 없는 문제다. 세계 최고 수준의 생활물가와 교육비 등 가계부를 압박하는 요인들도 여전하다. 서민생활을 향상시키기 위한 구조 개선을 더욱 힘있게 추진하겠다는 의지는 찾아보기 어렵다. 

거시경제 안정을 위한 노력도 미흡하다. 금융·물가·수출입·성장 등 경제 전반의 안정 구조는 오히려 더욱 취약해지고 있다. 외환시장은 세계 경제의 불안 요인이 부각될 때마다 과도하게 흔들리고, 높아진 중국 의존도로 인해 중국 경제의 불안 요인들이 물가와 성장 등에 그대로 영향을 미치는 경향이 심화되고 있다. 내년의 소비자물가나 성장률 5% 달성 역시 중국 경제의 물가 상승과 성장세에 좌우될 가능성이 크다. 이 같은 거시경제의 구조적 취약성을 극복하려는 정책 제시가 미흡하다. 

경제의 안정성장을 위해서는 무엇보다도 물가 관리가 중요하다. 한국은행은 내년 소비자물가 상승률이 3년 만에 최고를 기록할 것으로 내다봐 사실상 내년 경제의 가장 큰 걱정거리임을 예고했다. 말로만 선제적인 물가 관리를 강조하고 행동은 성장률에 무게를 두는 이중적 태도부터 바뀌어야 한다. 성장을 의식해 금리를 억눌러 후유증 위험을 키워서는 안된다. 생활물가를 잡기 위한 대책도 물가 모니터단, 합동점검 등 구태의연한 부분이 적지 않다. 최근 거시경제의 위험 요인으로 새삼 대두된 것이 지정학적 리스크다. 북한의 연평도 포격 이후 고조되고 있는 한반도 긴장이 경제 안정을 위협하는 복병이 될 가능성이 크다.
