강희락 전 경찰청장과 이길범 전 해양경찰청장 등 전직 경찰 수뇌부의 수뢰 의혹으로 시작된 건설현장 식당 비리 의혹이 눈덩이처럼 커지고 있다. 건설현장 식당 브로커 유모씨가 전·현직 경찰간부에 이어 국토해양위 소속 의원 2~3명과 현직 광역자치단체장·차관급 기관장, 서울시 고위간부를 지낸 공기업 사장 등에게 수천만원씩의 뇌물을 건넸다는 의혹이 불거졌다
Suspicions of corruption surrounding construction site canteens, which began when top-ranking police officers including former National Police Agency commissioner Kang Hee-rak and former Korea Coast Guard commissioner Lee Gil-beom fell under suspicion of taking bribes, are growing rapidly.
It is now suspected that a construction site canteen broker named Yu handed over several tens of millions of won in bribes each to two or three lawmakers on the National Assembly's Land, Transport and Maritime Affairs Committee, several current heads of metropolitan councils and vice-minister-class heads of organizations, and the head of a state-owned company who used to be a high-ranking member of Seoul Metropolitan Government, in addition to former and current police executives.

건설현장 노동자들이 식사할 수 있는 공간인 함바집을 건설현장을 뜻하는 construction site와 매점, 카페테리아를 뜻하는 canteen을 합쳐 번역했군요. 우리나라 특유의 표현이라서 그런지 해외표현은 없지만 그래도 알고 넘어가는 게 좋겠죠?
일부 인사는 정권의 실세들과 가까운 것으로 알려져 권력형 비리로 연결되는 게 아니냐는 관측도 나오고 있다. 유씨가 구속되기 직전 강 전 청장이 그에게 4000만원을 주고 해외도피를 권유하는 등 증거인멸을 시도한 정황도 드러났다.

우선 건설현장 식당 운영권을 둘러싼 로비치고는 액수가 지나치게 크고, 유씨가 돈을 뿌린 대상이 전방위적이다. 단순히 건설현장 식당 운영권이 아니라 더 큰 이권과 비리가 개입돼 있을 개연성이 높다.

국토해양위 소속 의원들과 고위공직자 등이 거론되는 것으로 볼 때 정부나 기타 대형 공사의 수주를 둘러싼 로비일 가능성이 있다.
When it becomes apparent that figures such as lawmakers on the Land, Transport and Maritime Affairs Committee and high-ranking public officials are under discussion, it is possible that this indicates lobbying for contracts from the government or large public corporations.
유씨는 건설현장 식당 운영권을 중개하는 과정에서 건설업체 임원들과 돈을 주고받은 관계라는 것이 이미 드러난 터여서 유씨가 건설업체들과 정치권 또는 고위공직자 간 공사 수주를 중개한 게 아닌가 하는 의심이 나오는 것이다.
Since it has been revealed that Yu exchanged money with construction company executives in the process of mediating the awarding of rights to operate construction site canteens, suspicions are being raised that he may have mediated the winning of orders for construction work between construction companies and government figures or high-ranking public officials.

Prosecutors, too, failed to deny that the purpose of Yu's lobbying was something other than rights to operate canteens, answering a question to this effect by saying, "it's hard to call [canteen operating rights] an important part of the investigation."
강 전 청장이 유씨에게 4000만원을 주며 도피를 권유한 데서도 중범죄의 냄새가 난다. 로비의 대가로 아파트가 주어졌다는 의혹까지 제기되면서 건설 수주를 둘러싼 청탁 의혹은 갈수록 커지고 있다.
That Kang gave Yu 40 million won and advised him to flee the country also gives off a whiff of more serious crime. As suspicions that apartments were given as part of the lobbying are raised, questions over special favors in the awarding of construction contracts continue to grow.
검찰은 금명간 강 전 청장을 소환 조사할 예정이라고 한다.

이번 사건은 건설현장 식당 운영에까지 비리가 개입된 사실이 드러나 우리 사회의 치부를 다시 한번 들춰냈다. 검찰은 전직 경찰 수뇌부의 비리는 물론 권력형 비리 의혹까지 철저히 밝혀야 한다.
This incident has revealed that corruption has permeated even the running of construction site canteens, once again causing national embarrassment. Prosecutors must thoroughly investigate and bring to light not only corruption by former top police officers, but also corruption through abuse of authority.
'스폰서 검사' 사건으로 궁지에 몰린 검찰이 경찰 견제 목적으로 수사에 나섰다는 항간의 소문을 불식시키기 위해서라도 유씨로부터 돈을 받은 유력 인사들의 비리는 더욱 엄정하게 단죄해야 한다.
The Prosecution Service, currently driven into a corner by the "sponsorship" corruption scandal, must punish the corruption of powerful figures who took money from Yu all the more strictly and impartially, if only to dispel rumors that it has launched its investigation in order to keep the police in check.
