President Lee Myung-bak visited Indonesia yesterday and said that "the Republic of Korea will pursue to become a mature global country that contributes to peace and prosperity while respecting human rights and liberal democracy. It is a shameful speech even considering his remarks were made outside of South Korea that President Lee mentioned respect of human rights, who made Korean Human Rights Commission insubstantial and even forged it into a 'North Korea Human Rights Commission'.
It does not befit the president that Lee's government mentions world peace even after he failed in preventing and taking post factum measures regarding North Korea's provocations on Yeonpyeong Island, and receiving a brand of incapacity in national security. Above all things, it does not befit a president that Lee mentions "respect of liberal democracy" even after he gave directives that the budget bill be passed before his departure to Indonesia and as a result induced an utter bloody disorder in the National Assembly.
The heart of liberal democracy lies in competition among political parties and respect for legislature. Competition among political parties starts from recognizing the existence of opposing parties and respecting them.
Policies of the government cannot win justification if it cannot win over opposing views, and these half-baked policies shall return to the people in the form of pain. On the contrary, the Lee government controlled and blocked opposition parties with physical force, not to mention reflect these opposing views. Before long the danger of government policies that oppose differing views will show its true face.
In the meantime, Lee government not only disregarded opposing and different views of the opposition parties. In reality, they ignored the ruling Hannara Party more severely. Hannara Pary still had time to deliberate bills with opposition parties. The situation was not so bad as to turn all of a sudden into a fist-fight and fights among packs.
However, Lee sent a signal to "charge forward" and forced the legislators to follow, thus reducing the ruling party to a subservient group which cannot deliberate. Park Hee-tae, Chairman of National Assembly, forgot his status as a representative of the National Assembly that should check the administration, and he set off the time bomb at the time Lee wanted, showing that he thinks that he is still a presidential aide. President Lee gave orders, the Chairman opened the gate, and Hannara Party did a 'charge forward'.
Will there be any benefits in trampling opposition parties, in ignoring the ruling party, in making Chairman Park a puppet, thus unnerving political parties and the National Assembly? If President Lee intends to think alone without political parties and the legislature, and if he determines alone and implement, and if the President and the Executive Branch suffice, then he must not utter words like "respect for liberal democracy" with ease.
The difference between dictatorship and democracy lies in how to deal with opposition. When the difference is not big enough, how could we differentiate between dictatorship and democracy?
What is startling is that, while the bloodied-up National Assembly still remains, the Hannara Party's leadership has made suggestions that national constitution be revised to decentralize presidential powers, considering that the presidential powers are too big, and that national politics and the National Assembly be advanced in order to prevent 'forced bill-passage' Assembly.
It is hardly understandable that these people made such suggestions in a nonchalant manner, just as if they talk about others' matters. The fist-fighters chatted about their scuffle at the National Assembly as a saga among them, and word circulates that the fist-fighter addressed himself as "the most righteous person". Considering the chaotic state of domestic politics these days, we wonder where they learned their politics?

이명박 대통령이 어제 인도네시아를 방문해 "대한민국은 인권과 자유 민주주의를 존중하는 가운데 아시아는 물론 세계의 평화와 번영에 기여하는 성숙한 세계 국가를 추구해 나가겠다"고 말했다. 국가인권위원회를 유명무실화하는 것을 넘어 북한인권위원회로 변질시켜 놓은 대통령이 아무리 나라 밖이라 해도 인권 존중을 거론하는 것은 낯 부끄러운 일이다. 남북대결 상태를 지속하다가 발생한 북한 연평도 도발의 사전 방지 및 사후 대처에 실패, 안보무능의 딱지를 받은 정부가 세계 평화 운운하는 것도 어울리지 않는다. 그러나 무엇보다 인도네시아 출국 전까지 내년도 정부 예산안을 처리하라고 지시해 국회의 유혈 낭자한 활극을 유도한 대통령이 자유 민주주의 존중 운운하는 것만큼 어울리지 않는 일은 없다.
자유주의적 민주주의의 핵심은 정당 경쟁과 의회이다. 정당 경쟁은 반대당의 존재를 인정하고 존중하는 것에서 시작된다. 반대에 의해 검증되지 않고, 반대를 설득할 줄 모르는 정부의 정책은 정당성을 획득할 수 없으며, 그런 설익은 정책은 결과적으로 시민들의 고통으로 돌아온다. 그런데 반대 의견을 반영하기는커녕 야당을 물리력으로 통제하고 봉쇄했다. 반대를 반대하는 이 정책의 위험성은 오래 가지 않아 분명히 그 모습을 드러낼 것이다.
그런데 야당의 반대와 이견만 무시한 것이 아니다. 사실 한나라당을 더 무시했다. 한나라당이 야당과 협의할 시간은 아직도 남아 있었다. 느닷없이 야당과의 주먹질, 패싸움으로 돌변할 정도는 아니었다. 그러나 대통령은 돌격 신호를 보내고 이를 이행토록 강제함으로써 결국 집권당을 고민할 줄 모르는 하수인 집단으로 전락시켰다. 박희태 국회의장은 행정부를 견제해야 하는 국회의 대표자라는 신분을 잊고 여전히 대통령 측근인 줄 아는지 대통령이 원하는 시간에 맞춰 시한폭탄을 터뜨렸다. 대통령이 명령하고 의장은 문 열어 주고 한나라당은 '돌격 앞으로' 한 것이다.
이렇게 야당은 짓밟고, 여당은 무시하고 국회의장은 꼭두각시로 만들어 정당과 의회를 무력화하고 나서 남는 것이 무엇일 것 같은가. 정당과 의회 없이 대통령 혼자 생각하고 혼자 결심하고 집행하겠다면, 그래서 대통령과 행정부만으로 충분하다면 자유 민주주의 존중과 같은 말을 함부로 해서는 안된다. 독재와 민주주의의 차이는 반대를 다루는 방법의 차이에 있다. 그런데 그 차이가 크지 않다면 우리가 어떻게 독재와 민주주의를 구별할 수 있겠는가.
놀라운 것은 한나라당 지도부가 국회의 피비린내가 가시지 않은 지금 대통령 권력이 너무 크니 분산시키는 개헌을 하자, 날치기 국회가 없도록 정치 선진화·국회 선진화 하자고 새삼 제안했다는 사실이다. 반성도 아니고 변명도 아닌 이런 주장을 사돈 남 말 하듯 태연하게 했다니 기가 막힌다. 주먹질을 한 싸움꾼들이 무용담으로 시시덕거리고, 스스로 '가장 정의로운 분'의 칭호를 부여했다는 소식도 있다. 어디서 배운 정치이기에 이런 혼돈 속을 헤매는 것일까.
